As we come to grips with global changes, economic restructuring, and technological disruptions, there’s a need to proactively identify workers who may be disrupted and even dislocated.
These workers may become vulnerable to hysteresis, a phenomenon whereby discouraged workers may choose to leave the labor force or find it harder to rejoin the labor force.
We need to proactively help workers redesign, relearn, re-skill, retool and reinvent themselves to adapt to the fast changing work environments.
Ensure that these workers continue to strengthen their spirit of responsibility, self-reliance and resilience.
To do that, we may have to transform the tripartite system to become a quadripartite system, to include key stakeholders from the community sector.
The authorities may need to engage the help of voluntary welfare organisations (VWOs), charity organisations, religious organizations, family service centers, and grassroots organisations.
These organizations can help to provide the necessary career counseling and other services to help train vulnerable workers and enhance their employment prospects and employability.
For example, these workers may need personal coaching to help them ascertain relevant training courses and register for these courses.
They may even need personalised guidance to help them participate in the courses and persevere in completing all the necessary training programmes.
With the support of stronger families and communities, our workers will be in a better position to weather the storms in the disruptive future.
